the Energy Efficiency Industry in Quebec<\/strong>, a study conducted by the HEC Montr\u00e9al Chair in Energy Sector Management for the Quebec Council of Energy Efficiency Companies (CQ3E).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Presented on May 27, 2026, in Montreal, this study provides a comprehensive overview of Quebec\u2019s ecosystem: its key players, its economic significance, its development potential, and the main obstacles that continue to hinder the implementation of projects.<\/p>\n<\/div>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-group is-layout-constrained wp-container-core-group-is-layout-a50932c8 wp-block-group-is-layout-constrained\" style=\"padding-right:var(--wp--preset--spacing--0);padding-left:var(--wp--preset--spacing--0)\">\n<div class=\"wp-block-group is-content-justification-left is-layout-constrained class=\"wp-block-heading has-text-align-left\">A key tool, but one that is still underutilized<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The first observation is clear: energy efficiency is an essential driver of Quebec\u2019s energy transition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By reducing and optimizing energy consumption, it helps limit the need for new energy production, transmission, and distribution infrastructure. It also contributes to peak-load management, grid resilience, lower energy costs, and organizational competitiveness. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet this potential remains largely untapped. Buildings account for about <strong>33% of total energy consumption in Quebec<\/strong>, while the industrial sector accounts for about <strong>36%<\/strong>. <\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">In commercial and institutional buildings, the technical and economic potential for reduction is estimated at:<\/p>\n<\/div>\n\n\n\n<div wp-block-paragraph\">46% of natural gas consumption<\/p>\n<\/div>\n\n\n    <\/div>\n\n<\/div><\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">These results demonstrate the vast potential offered by building retrofits, the optimization of industrial processes, heat recovery, control systems, and power demand management.<\/p>\n<\/div>\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\">An important industry for Quebec\u2019s economy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Taking into account companies that are directly or indirectly involved in the sector, the study estimates that Quebec\u2019s energy efficiency industry accounts for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>nearly <strong>12,000 companies<\/strong>;<\/li>\n\n\n\n<li>approximately <strong>$27 billion in annual operating revenue<\/strong>;<\/li>\n\n\n\n<li>nearly <strong>100,000 direct and indirect jobs<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These figures should be interpreted with caution, since many companies and workers devote only a portion of their activities to energy efficiency. In other words, in the vast majority of the cases studied, reducing consumption is less expensive than generating and transmitting new kilowatt-hours. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Financial assistance covered an average of 46% of the eligible costs of the projects analyzed, reducing the average payback period for consumers from <strong>10.9 to 5.9 years<\/strong>.<\/p>\n<\/div>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-group alignfull has-neutral-1000-color has-neutral-50-background-color has-text-color has-background has-link-color wp-block-group-is-layout-flow\">\n<h3 class=\"wp-block-heading key-number--title\">The lack of predictability<\/h3>\n\n\n\n<p class=\"has-neutral-800-color has-text-color key-number--paragraph wp-block-paragraph\">public policy and the cost of carbon.<\/p>\n<\/div>\n\n\n<\/div>\n\n\n        \n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Added to these challenges are the fragmentation of the value chain, the lack of turnkey solutions, the complexity of certain financial assistance programs, and difficulties in recruiting qualified professionals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report thus highlights the need for better coordination of the expertise required for a project: energy analysis, engineering, financing, applications for financial assistance, project implementation, commissioning, and performance monitoring.<\/p>\n<\/div>\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-top:var(--wp--preset--spacing--20-v);margin-bottom:var(--wp--preset--spacing--20-v)\">\n<h2 class=\"wp-block-heading\">Turning Potential into Concrete Projects<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Among the proposed approaches, the study recommends, in particular:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a more comprehensive regulatory framework;<\/li>\n\n\n\n<li>a price signal that better reflects the costs of the energy system;<\/li>\n\n\n\n<li>greater consistency and continuity in public policy;<\/li>\n\n\n\n<li>optimizing financial assistance and funding tools;<\/li>\n\n\n\n<li>the development of initiatives to support the industry;<\/li>\n\n\n\n<li>better integration of the services offered to organizations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These conclusions are directly in line with E\u2019nergys\u2019 vision: to enable property owners, manufacturers, and institutions to move from theoretical potential to a project that is <strong>financeable, feasible, and measurable<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our integrated approach covers the entire process, from energy assessments to project completion, including engineering, securing financial assistance, financing, commissioning, and measuring and verifying energy savings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy efficiency should no longer be viewed solely as an expense or an environmental obligation.
